Dr. James T. McClave’s affinity for the science of statistics stems from the synergistic relationship it enjoys with all of the other sciences. After undergraduate training at Bucknell University in physics, Dr. McClave earned his Doctorate in Statistics at the University of Florida in 1971. He has been applying the principles of the “scientific method” ever since.
After post-graduate work at the State University of New York at Buffalo, Dr. McClave began an academic career spanning 20 years at the University of Florida. For the first ten years, he served on the faculty of the Department of Statistics as an Assistant and Associate Professor of Statistics, and for the next ten as an Associate Professor of Business and Economic Statistics in the Graduate School of Business, where he coordinated the undergraduate and MBA statistics and econometrics courses.
Dr. McClave taught the entire range of statistics courses, from introductory undergraduate to advanced graduate levels, including television courses. He estimates that his classes were attended by more than ten thousand students over the years.
He has authored numerous research articles and six leading textbooks in statistics. His textbooks have been adopted by hundreds of universities, including international adoptions following translation into a number of foreign languages. Both his research and his textbooks focus on the application of sound statistical principles to scientific endeavors, with the common goal of advancing human knowledge.
Dr. McClave founded Info Tech in 1977, with the primary mission of applying statistical principles to real-world issues and problems. He worked on a U.S. Department of Justice grant as a consultant to the Florida Attorney General, investigating the use of statistical methods for detecting illegal collusion. Following a presentation of positive findings to more than 30 state attorneys general, Dr. McClave worked closely with the State of Florida in its investigations into highway bid-rigging, which resulted in a single state record recovery of $29 million taxpayer dollars. Since then, Dr. McClave and Info Tech have worked on scores of bid-rigging and price-fixing cases involving a wide range of products and industries.
The statistical tools developed by Dr. McClave and Info Tech to uncover illegal bid-rigging were incorporated into Info Tech’s first software product offering, the Bid Analysis and Monitoring System/Decision Support System (BAMS/DSS®). State Departments of Transportation use BAMS/DSS to conduct their own analyses and investigations of suspicious behavior in highway construction.
The methods have been recognized as valid by many courts, including a series of Colorado cases in the mid-1980s brought by the Colorado Attorney General, where Dr. McClave provided testimony in both state and federal courts regarding BAMS/DSS analyses, leading to the recovery of millions of highway contracting dollars. BAMS/DSS represented the foundation for Info Tech’s new Systems Division in the early 1980s, which now serves software customers throughout the world.
Under Dr. McClave’s direction, Info Tech’s Consulting Division has continued to provide sound statistical analyses to a wide diversity of both clients and applications. For example, Dr. McClave and Info Tech have worked with the Environmental Protection Agency to develop sound statistical principles for establishing water and air pollution standards across a broad spectrum of industries. Dr. McClave performed statistical analyses for numerous investigations of gender, race, and age discrimination in both private and public workplaces. Info Tech and Dr. McClave developed projections of future profits and cash flows to assist in the valuation of businesses and in the estimation of lost profits due to illegal behavior. The team worked with Medicare and Medicaid programs to develop statistical methods for detecting fraudulent billing by providers. In short, Info Tech has grown to personify Dr. McClave’s dream of using reliable statistical principles to solve real problems in every walk of life.
Over the past 25+ years, Dr. McClave has consulted on hundreds of matters before both state and federal courts. He and his Info Tech staff have applied sound statistical and econometric principles in cases ranging from antitrust to employment discrimination, from calculation of business damages to establishing pollution standards, and from business valuations to risk analyses.
Despite vigorous challenges by opposing attorneys, Dr. McClave’s methodologies and opinions have ultimately been upheld by the highest courts and by juries throughout the land.
